David Foust becomes Guilford County Environmental Health Program Manager (Health Information)Guilford County Department of Health and Human Services, Public Health Division is very proud to announce that effective January 25, 2016; Mr. David Foust will become the Program Manager of the Environmental Health Division. The Environmental Health Division inspects food, lodging and institutional facilities, such as restaurants, hospitals, child care facilities and schools. This section also inspects tattoo artists and other establishments in the permanent make-up field in order to assure compliance with communicable disease prevention rules. The Environmental Health section oversees the construction and maintenance of drinking water supply wells and the design and inspections of on-site sewage disposal systems. They also review construction plans for new facilities and proposed sewage disposal systems along with issuing operation permits for these types of facilities.Mr. Foust is a registered by the State of NC as a Registered Environmental Health Specialist, and began working in Guilford County Public Health in February of 1987 after attending two years at High Point University and two years at North Carolina State University earning a Bachelor of Science degree in Wildlife Biology from NCSU. When asked why he has had such a devoted career in Environmental Sciences, David states, “The outdoor life is my true passion.” Over the past thirty years, David has helped manage wildlife on tens of thousands of acres of privately owned property across the state for major private land owners. He has also played a minor role helping restore the elk population to the state of North Carolina.He began his career in Guilford County as an Environmental Health Specialist Intern working for the Food, Lodging, Institutional and Swimming Pool (FLISP) Division. In early 1989, Mr. Foust completed the requirements for Registered Environmental Health Specialist by the State of North Carolina Board of Registered Environmental Health Examiners, and in 1997 was promoted to a supervisory role for the FLISP Division which included the Architectural Plan Review of all food service, lodging, institutional facilities and swimming pools constructed in Guilford County. David has been a member of several state and local committees related to Environmental Health; including a four year term promoting the adoption of the US Food and Drug Administration’s Food Code for the State of North Carolina. He is a member of the NC West Piedmont Environmental Health Association, NC Environmental Health Supervisors Association and a duly appointed State Commissioned Official for the US Consumer Product Safety Commission for the US Government. In 2000, Mr. Foust attended a school in Washington, DC where he became certified by the National Sanitation Foundation for “Listed Custom Built Food Service Equipment”. He is one of only two active Registered Environmental Health Specialists within the State of North Carolina that hold this certification. Guilford County is fortunate to have Mr. Foust at the helm.
